Solutions Service
The Solutions Service is an accelerated Change Programme for the public sector. It's been designed to foster innovation and identify new models of service delivery.
The Service brings together stakeholders from a range of organisations, including politicians and key decisions makers, who share a common challenge or issue. It takes them through to the identification of a shared, preferred solution and the formation of an outline business case for change. It is a short, focussed process, typically lasting 12 weeks or less.
The Solutions Service provides tailored delivery to meet your local needs and requirements and creating solutions that are right for you.
It enables you to:

Identify and prioritise the activities that will deliver the most effective outcomes

Gain the necessary support, both internally and externally

Push boundaries to create new and innovative solutions

Create a framework for continued high level support and a lasting programme
Organisations can be those with an existing affiliation- for example, a Local Enterprise Partnership or a Housing sub-region. Alternatively, the Solutions Service can be used very effectively to bring together organisations across the wider public sector and beyond, including local authorities, emergency services, health service providers and community-led or voluntary sector organisations.
The Solutions Service has already been used to identify better delivery models for issues as diverse as Civil Parking Enforcement, Reducing Teenage Pregnancy and Asset Management. The scope of the solutions identified has varied from covering a single area to services delivered in partnership across an entire county.

How to use the service
Improvement East, acting on behalf of its public sector partners, has created a framework agreement for the Solutions Service which has been procured in full compliance with the EU Procurement Regulations. The framework agreement is available to all public sector organisations based in the East of England.

Bluemarble who delivered the pilot programmes. Each consultancy brings a wide range of operational and advisory experience, which means you'll benefit from the collective knowledge that comes from many years of delivering successful Change Programmes.

Using the service is easy as the framework removes the need to conduct your own procurement exercise, saving both the time and money. A supplier can be appointed directly from the framework or a further competition exercise can be conducted if required.

What it costs
The cost of a Solutions Service ranges from approx £30,000 up to a maximum of £55,000, usually payable on completion of the programme. Alternatively, Improvement East can provide this initial investment, which will be repaid from efficiencies realised at a later date.
